Cost Effectiveness Screening Guidelines


The Forum initiated the Cost-Effectiveness Testing Guidance and Research Project in September 2013, which consisted of two phases.  Phase 1 of the project involved research and documentation of current state practices and underlying policies in the Forum region, and identifying key issues and challenges with current practices.  The results and findings provided in the final report Energy Efficiency Cost-Effectiveness Screening in the Northeast and Mid-Atlantic States helped to inform Phase 2 of the project – the development of cost-effectiveness screening guidelines.  These guidelines set forth key cost-effectiveness principles, and provide specific guidance on priority issues identified by the Forum members: accounting for hard to quantify benefits; accounting for environmental compliance, and use of discount rates.
