About the EM&V Forum

Launched in 2008, the Evaluation, Measurement, & Verification (EM&V) Forum is a project facilitated by NEEP, whose purpose is to support the development and use of consistent protocols to evaluate, measure, verify, and report the savings, costs, and emission impacts of energy efficiency and other demand-side resources.

EM&V Forum Activities and Aims

Project Committees

The Forum's annual agenda includes projects and actvities under the following categories:


Protocol Development - These activities are designed to move the region towards greater consistency in the methods and assumptions used to calculate energy efficiency savings impacts, and the reporting of energy efficiency savings, costs and emission impacts.

Research & Evaluation - These projects are intended to inform the development and use of common EM&V protocols and savings assumptions, to provide cost efficiencies for states' EM&V activities, and to help ensure consistent, robust results in assessing the quality and quantity of demand-side resource impacts.

Education & Information Access - These projects ensure that Forum products are publicly available and easily considered; to develop strategies for dissemination of Forum results, recommendations and products; to provide technical support for the use of Forum products; and to protect confidential or market sensitive information.

EM&V Forum Leadership

The EM&V Forum is guided by a regionally representative Steering Committee led by co-chairs Richard Sedano, Director of the Regulatory Assistance Project and a NEEP Board Member, and Paul Roberti, Commissioner at the Rhode Island Public Utilities Commission.
