The Need for and Approaches to Developing Common Protocols to Measure, Track, and Report Energy Efficiency Savings in the Northeast - This paper, presented to the ACEEE Summer Study in 2006, summarizes the policy needs for developing common protocols in the Northeast and the inconsistencies among the existing M&V protocols in the Northeast. Conclusions and recommendations are informed by experience with regional M&V protocols in other states/regions of the country.
