Regional EM&V Policies and Activities

This section of the EM&V Resource Library provides information about regional EM&V policies, activities, and projects.

ISO-NE M&V Manual and Demand Resources Working Group (DRWG) - The DRWG is a stakeholder forum that provides input to the Markets Committee and ISO-NE on demand response policies, program design, rules and cost allocations. New England State Program Working Group (SPWG) on M&V - The SPWG convened in September 2006, represented by state PUC staff, EE program administrators, and EE evaluation consultants.  NEEP served as a facilitator and project manager for the SPWG. Goals included providing coordinated input into ISO's development of the M&V manual; developing common default measure life assumptions; and developing common coincident peak factors consistent with ISO peak period definitions (on-peak, seasonal peak, critical peak).  Completed SPWG Studies include:


Northeast States for Coordinated Air Use Management (NESCAUM) - NESCAUM is a nonprofit association of air quality agencies in the Northeast. NESCAUM's purpose is to provide scientific, technical, analytical, and policy support to the air quality and climate programs of the Northeast states.

Northwest Regional Technical Forum - The Regional Technical Forum is an advisory committee established in 1999 to develop standards to verify and evaluate conservation savings.  Members are appointed and include individuals experienced in conservation program planning, implementation and evaluation.  Please view an Overview of the Pacific Northwest System for Tracking Energy Efficiency Resources.

PJM Energy Efficiency Task Force (EETF) - The PJM EETF provided guidance in the development of PJM Manual 18B: Energy Efficiency Measurement and Verification. This manual provides the framework for a measurement and verification plan for an energy efficiency resource.

Energy Efficiency Resource Providers wishing to participate in the upcoming 2014/2015 RPM Base Residual Auction (BRA) must submit EE M&V Plans to PJM by Friday, April 1, 2011. If an EE Resource Provider offered their EE Resource in an RPM Auction for a prior Delivery Year, the EE Resource Provider is still required to submit an Updated M&V Plan to participate in the 2014/2015 RPM BRA. Initial/Updated EE M&V Plans should be submitted via email sent to RPM_Hotline@pjm.com. PJM has posted several documents to assist EE Resource Providers in the completion of their plans:

(1) A Nominated EE Value Template that must be completed and submitted along with any EE M&V Plan.

(2) An EE Initial M&V Plan Template that concisely summarizes the minimum requirements for an Initial M&V Plan.

(3) An RPM Energy Efficiency FAQ document.

Regional Greenhouse Gas Initiative Model Rule - The model rule provides a set of regulations for the structure and function of the Regional Greenhouse Gas Initiative (RGGI).  Each state that intends to participate in RGGI must adopt this rule through legislation or regulation.  See page 99 of the model rule for offset M&V rules.

Climate/GHG registry and M&V protocols

1605 (b) program - Established by Section 1605(b) of the Energy Policy Act of 1992, the Voluntary Reporting of Greenhouse Gases Program encourages corporations, government agencies, non-profit organizations, households, and other private and public entities to submit annual reports of their greenhouse gas emissions, emission reductions, and sequestration activities. California Climate Action Registry - The California Climate Action Registry is a program of the Climate Action Reserve and serves as a voluntary greenhouse gas (GHG) registry to protect and promote early actions to reduce GHG emissions by organizations. The California Registry provides leadership on climate change by developing and promoting credible, accurate, and consistent GHG reporting standards and tools for organizations to measure, monitor, third-party verify and reduce their GHG emissions consistently across industry sectors and geographical borders. Chicago Climate Exchange - Chicago Climate Exchange operates North America's only cap and trade system for all six greenhouse gases. Reductions achieved through the Chicago Climate Exchange are made through a legally binding compliance regime, providing independent, third party verification. The Climate Registry - The Climate Registry is a nonprofit collaboration among North American states, provinces, territories and Native Sovereign Nations that sets consistent and transparent standards to calculate, verify and publicly report greenhouse gas emissions into a single registry. EPA Climate Leaders - Climate Leaders is an EPA industry-government partnership that works with companies to develop comprehensive climate change strategies. Partner companies commit to reducing their impact on the global environment by completing a corporate-wide inventory of their greenhouse gas emissions based on a quality management system, setting aggressive reduction goals, and annually reporting their progress to EPA.

EPA Mandatory Reporting Rule - EPA has issued the Final Mandatory Reporting of Greenhouse Gases Rule. The rule requires reporting of greenhouse gas emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions.

ISO 14064 - ISO 14064-1:2006 specifies principles and requirements at the organization level for quantification and reporting of greenhouse gas (GHG) emissions and removals. It includes requirements for the design, development, management, reporting and verification of an organization's GHG inventory.

World Business Council for Sustainable Development (WBCSD) / World Resource Institute (WRI) Greenhouse Gas Protocol - In 1998, the WBCSD launched the GHG Protocol Initiative with the WRI to develop a set of practices that companies can use to account for, and report on, their GHG emissions. The GHG Protocol is intended to harmonize GHG accounting and reporting standards internationally to ensure that different trading schemes and other climate related initiatives adopt consistent approaches to GHG accounting.
