March 31: Annual Public Meeting Agenda

March 31:  The Future of Evaluation. More than 85 persons joined us for a stakeholder exchange on the cutting edge topics of the Changing EM&V Paradigmbuilding on the previous day’s M&V 2.0 workshop; an overview of key issues covered in EPA’s Clean Power Plan EM&V Guidance and EE stakeholder comments; and EM&V in an Emerging World of Integrated DERs. The Forum’s Annual Public Meeting brought together state officials (utility and air regulators, state energy office directors), program administrators, evaluation contractors, system planners, NGOs, software as a service (SaaS) vendors and others to learn and share information about opportunities, challenges and solutions to shaping the future of evaluation.

All the speakers' presentations are available in the agenda below:

THE EMERGING WORLD OF INTEGRATED DISTRIBUTED ENERGY RESOURCES (DERs)

Hear leading views on the emergence of integrated distributed resources, including energy efficiency, demand response and other DERs, what this means for emerging and future program and investment models, and implications for how we approach EM&V with new data collection tools and advanced data analytics

Moderator: Ellen Franconi, Rocky Mountain Institute

M&V 2.0 FOR THE UTILITY 2.0

With the emerging world of integrated DERs, and the growing prevalence and interest in new data collection tools and comprehensive advanced data analytics (M&V 2.0), what are the opportunities and challenges to improving the current EM&V paradigm? Does the traditional EM&V framework stay intact or substantively change? What do different audiences need from M&V 2.0 to make it useful for determining energy savings? What is the regulator’s role in shaping the future of evaluation, given opportunities and challenges with M&V 2.0? This panel will share a range of perspectives, and will build on insights from the previous day’s M&V 2.0 workshop.

Moderator: Diane Duva, CT Dept of Energy & Environmental Protection

  • Christopher Plecs, Eversource
  • Cody Taylor, US DOE
  • Taren O’Connor, CT Office of Consumer Council

DRIVING TOWARDS NATIONAL EM&V STANDARDS – WHO’S DRIVING (AND WHERE, WHEN AND HOW?)

This panel will offer insights on current and future policy and market drivers for national EM&V standards, and the tools to support use of such standards.  Front and center is EPA’s Clean Power Plan draft Model Trading Rule and EM&V Guidance, where the guidance largely reflects traditional EM&V methods and is likely to evolve over time to capture changes in EM&V approaches.   But there are other important drivers for national EM&V methods, as well as reporting standards, as states increasingly look to market-based EE and DER program approaches to achieve aggressive energy savings and carbon reduction goals.   Hear a range of perspectives, including the role of regional efforts to support development of national EM&V standards, new tools and platforms.

Moderator: Mike Li, US DOE
