Energy Efficiency Policy Tracker

State Policy Developments
State regulators and utilities throughout the Northeast are now working on their energy efficiency program plans for 2012. Below is the latest on these proceedings and some other important policy developments.

In New York, the Public Service Commission (PSC) approved extensions of the state's two major energy efficiency programs. It reauthorized the Energy Efficiency Portfolio Standard (EEPS), which calls for a 15 percent reduction in electricity and gas use by 2015, through 2015. The order calls for an annual investment $386 million for electric efficiency programs and $154.4 million for natural gas efficiency programs next year. The PSC also approved NYSERDA's new 5-year Technology and Market Development (T&MD) programs with an annual budget of about $93.8 million. The new program will allow NYSERDA to shift its focus to developing a new generation of technologies and practices that can drive innovation and deeper energy savings.

A few other important efficiency program developments to take note of as well:

• The New Jersey Board of Public Utilities' is still working on its update to the Energy Master Plan. The report of its working group on its Clean Energy Programs is available here. The working group recommends that New Jersey continue funding for its energy efficiency programs but modify program implementation and oversight to produce cost savings and reduce administrative complexity.
• The results of the New Hampshire's Energy Efficiency and Sustainable Energy (EESE) Board's Independent Study of Energy Policy Issues are now available. See the full report and the summary recommendations on the Public Utilities Commission (PUC) website.
