- Building Energy Rating Presentation - NEEP recently presented on building energy rating policies at a Connecticut Fund for the Environment's event on implementing the state's Global Warming Solutions Act.

- Environment America released a report on the Regional Greenhouse Gas Initiative (RGGI). "A Program that Works" discusses how the program has been helpful in moving the Northeast region towards a clean energy economy and provided for modest reductions in carbon emissions through investment in state energy efficiency programs. - The U.S. Conference of Mayors, in partnership with Siemens, released "Clean Energy Solutions for America's Cities," a survey that outlines the work that cities are doing to promote energy efficiency and clean energy options. The survey shows that an astounding 94 percent of cities will make "maximizing energy efficiency" one of their major energy strategies. It also finds that new sources of funding are needed to continue the shift towards efficiency that has developed in response to the Energy Efficiency and Conservation Block Grant (EECBG) program.
- The Council of State Governments (CSG)'s Eastern Regional Conference reports on the status of state Property Assessed Clean Energy (PACE) programs in Green Matters. PACE programs enable municipalities to use their bonding authority to fund energy efficiency improvements for property owners, which are repaid by participants through a special assessment on their property tax bills. The article focuses on program developments in Maine, New York, and Vermont.
