State Policies

EO 111 says that all state owned buildings need to reduce energy consumption by 35 percent (based on 1990 levels) by 2012. This program is administered by New York State Energy Research and Development Authority (NYSERDA). NYSERDA also maintains a very comprehensive website designed for self-paced training for architects and engineers.

NYSERDA and the New York Department of Education have drafted their own version of CHPS which can be read, in full, here. This is a voluntary green building guideline, and if followed, NYSERDA can provide additional funding based on the level of CHPS adherence.

Grants and Rebates

National Grid runs a diverse array of energy efficiency programs in New York. Many apply to schools and are worth investigating.

Long Island Power Authority (LIPA) administers a variety of programs that provide both technical assistance and rebates for energy efficiency measures and renewable energy projects on new and existing buildings. To be eligible, school districts need to be located with LIPA's service territory.

DSIRE maintains a database of incentives for New York, many of which can be applied to schools. See the page for more information.
