Energy Efficiency Policy in Maryland

Maryland recently enacted the EmPOWER Maryland Initiative, which aims to reduce statewide per capita electric use by 15 percent by 2015. The state's electric utilities must achieve 10 percent of this goal by providing energy efficiency services to residential and commercial customers. Program funding will come from demand-side management surcharges and fees by individual energy companies as well as auction proceeds from the Regional Greenhouse Gas Initiative (RGGI).

In addition, Maryland has approved revenue decoupling measures for the state's investor-owned utilities, Baltimore Gas and Electric, Delmarva Power and Light, and PEPCO. More information about the utilities individual plans can be found through the Public Service Commission.

Maryland has also put in place strong new building energy codes. Beginning in 2010, new residential and commercial construction must comply with the newest version of the International Energy Conservation Code (IECC) starting one year after its publication.
