NEEP comments on the independent review of the Efficiency Maine Trust Triennial Plan

NEEP maintains that, overall, the plan provides a well-conceived, adequate and appropriate road map to guide the Trust through its first three years. It is our position that the Public Utilities Commission (PUC) should approve the plan with minimal revision and delay.

Efficiency Maine Draft Triennial Plan

Maine's electric efficiency programs are run by Efficiency Maine, a program established by the Maine Public Utilities Commission. The programs for residential, commercial and low-income customers are funded through two separate system benefit charges based on transmission and distribution revenues at a rate of 1.5 mills/kWh. The Maine Energy Future Act of 2009 will extend efficiency programs to homes and businesses that use oil, kerosene, and propane.

The Maine Energy Conservation Board is an advisory board created to assist the Public Utilities Commission and the Trustees of the Energy and Carbon Savings Trust in development, coordination and evaluation of energy conservation and carbon dioxide reduction matters. The board advises state agencies, reviews policies and procedures, and makes recommendations to state agencies, the legislature and the governor.

Maine has a voluntary statewide energy code for residential homes based on IECC 2003 and a mandatory code for commercial buildings based on IECC 2003, with an updated for IECC 2009 expected next year.
