Efficiency as a Procurement Resource

In recent years, many Northeast and Mid-Atlantic states have enacted milestone policies to mandate the procurement of all cost effective energy efficiency before turning to traditional fossil fuel generation, have established aggressive new energy efficiency resource standards or have otherwise approved significantly higher budgets for energy efficiency programs.

Efficiency as a Procurement Resource

Legislation to mandate valuation and procurement of energy efficiency as a capacity resource is only a first step. In some states so called "least cost procurement" legislation has been signed into law, yet there have been regulatory obstacles to full implementation as intended. NEEP seeks to foster the understanding that while utility rates may be impacted by increased deployment of energy efficiency, all ratepayers stand to benefit from reduced energy demand and costs when efficiency solutions are maximized as part of the state's overall energy plan.

Efficiency as a Procurement Resource

NEEP works with our partners, allies and other stakeholders to develop or access research and analysis which bolsters the case for the procurement of all cost-effective energy efficiency, specifically in the context of regulator concerns about the cost impact on ratepayers.

NEEP advocates for:

• Full implementation of mandates to procure all cost effective energy efficiency;
• The allocation of proceeds from the Regional Greenhouse Gas Initiative (RGGI) to energy efficiency programs as committed; and,
• The recognition of energy efficiency as a first order resource to meet state and regional economic, energy and environmental needs and goals.
