NEEP Updates: Commercial, Residential and Workforce Initiatives

Commercial HVAC

NEEP sponsors throughout the region continued to promote packaged HVAC equipment meeting CEE Tier 2 efficiency specifications, through sub-regional programs such as Cool Choice, New York Smart Equipment Choices and others. They also promoted optional controls for economizers and for demand controlled ventilation.

During the quarter, the HVAC group met in Burlington, Vermont for a peer exchange and program planning session, and participated in an information panel on Variable Refrigerant Flow (VRF) and Multi-Split systems. The panel included experts on equipment sales, systems design and utility programs who presented perspectives on this growing technology for heating and cooling. Installation is simple since there are only pipes, not ducts. And systems are inherently efficient since they can heat and cool simultaneously. Participants raised questions and identified issues for program planning.

There will soon be two upstream HVAC programs in the region, focusing promotion and incentives toward HVAC equipment distributors rather than installers and customers. In 2008 Efficiency Vermont completed its pioneering effort in this regard and decided to continue with a full upstream program for 2009. NYSERDA has instructed the contractor in their ‘Products Program’ to use the regional tool kit and build in an upstream element to their 2010 program. Others are watching these success stories, for future planning.

On the national scene the Consortium for Energy Efficiency’s HVAC committee is working with ENERGY STAR to coordinate HVAC specifications. This will simplify program operation and communications. The same group is working to outline Advanced Rooftop Unit (ARTU) definitions for use in member programs. This will take HVAC energy efficiency beyond EER tiers. Progress is being made  toward creating a scoring system for features of the ARTU, to sum up and grade units by efficiency and performance.

Data Centers

NEEP recently began work on a white paper on energy efficiency in data centers. The paper will present work currently going forward outside the region, promoting software solutions and building conditioning approaches, and which of these we can use here in the Northeast. Look for results in the third quarter.

Commercial Lighting

The Commercial Lighting group has had a very busy winter and spring, working mainly on its Solid State Lighting (SSL) products list project and its collaboration with the Department of Energy (DOE)on its Commercial Lighting Solutions (CLS) project.

The regional group met with DOE’s CLS team in May to plan and develop lighting design program components for 2010. CLS completed and launched the Retail Buildings Solutions web tool at Lightfair. They are currently working on their next sector: office space lighting. The NEEP group will prepare a training curriculum for program technicians to help them  use the design tools and to train lighting design professionals in the marketing and use or the tool.

Also, NEEP is developing a regional commercial lighting strategy for the region. Look for more on this in the fall.

Solid State Lighting

The SSL Regional Qualified Products List has turned out to be timely and popular. It now looks like there will be as many as 24 project sponsors including NEEP initiative sponsors, sister regional energy efficiency organizations and individual electric utilities from the west coast. The group hired Lighting Research Center (LRC) to manage the list, accept and process applications from manufacturers and post the list for sponsors to use in their programs. The group is working closely with DOE and ENERGY STAR so that the regional list will help fill in voids in the ENERGY STAR list when more categories open up. A pilot run of the regional list process is going on in June; NEEP expects the list to become available by August.

ENERGY STAR revised its SSL products list at the end of May. Their lists now show 24 Commercial products and 28 residential ones. These are mainly from Cooper, Cree, Juno, Kichler and EML. Get more information on DOE’s SSL efforts on their website: DOE SSL ENERGY STAR.

HVAC Quality Installation Standards Become National

The American National Standards Institute (ANSI) has approved the Air Conditioning Contractors of America (ACCA) Standard 9: HVAC Quality Installation Verification Protocols(QIVP) as a national standard. The QIVP establishes the minimum sampling and evaluation procedures, as well as the roles and responsibilities for each of the main participants (contractors, verifiers, and administrators). Thermostat Efficiency Label to End

The Environmental Protection Agency has decided to sunset ENERGY STAR thermostats label. The specification will be suspended starting December 31, 2009. For more information on this decision, please visit the ENERGY STAR website.  

Affordable Comfort Inc. Hosts National Home Performance Conference

NEEP’s Matt D’Alessio attended the National ACI Home Performance Conference April 27-May 1 in Kansas City, MO. The event focused on  on building science and related efficiency programs. LED Lamp Criteria Drafted

Under the ENERGY STAR for SSL Category “A” criteria, the Department of Energy (DOE) has proposed criteria specific to ‘Integral LED Lamps.’ Read the cover letter and draft criteria for more information. The DOE expects a first draft of ‘Outdoor Area Lighting’ criteria, also under Category “A” to be distributed for comments at the end of June.

ACEEE Hosts Water Heating Conference

The American Council for an Energy-Efficient Economy on June 7-10 held a conference on hot water heating, distribution and use efficiency. This conference, held at the Asilomar Conference Center, brought together manufacturers, water- gas- and electric utilities, government and other program and policy representatives to learn from each other and explore the potential of increasing efficiency of hot water generation, distribution, and use (fixtures and appliances) with special emphasis on the ENERGY STAR program. Working Group Meets Twice in Second Quarter

In April, NEEP convened its second working group meeting of the year in Albany, New York hosted by NYSERDA. The meeting included a presentation and discussion on power management strategies that efficiency programs are exploring and implementing.

In June, the third Working Group meeting of the year included extensive discussion on how the regional efficiency programs plan to address the changing landscape of lighting programming in the 2010-2015 timeframe. NEEP will utilize Sponsor feedback in the launch and progression of this effort. The meeting also included a thorough status update of TopTen USA, a new web based tool NEEP has been working to develop for the US market. Support from efficiency programs is essential in harnessing the sites exciting full potential.  

Television Programming Explored

NEEP, in coordination with regional Sponsors, lead efforts to explore potential program models to promote highly efficient televisions. Televisions are part of a new category of consumer products (consumer electronics) that have been previously untapped by programs. Existing models being implemented on the west coast have been the primary models examined. Information sharing between these programs and the Northeast programs has been consistently facilitated by NEEP.

Set Top Box Meeting Held in Canada

NEEP participated in a meeting convened by Canadian efficiency programs and national cable providers to discuss set top box programming. Set top boxes offer programs sizable savings opportunities, yet program design has been a challenge based on the deployment structure of the technology. NEEP will communicate key take-aways to the Initiatives Sponsors.

ENERGY STAR Specification Updates

  1. ENERGY STAR SSL
    • Second draft of the criteria for Integral LED Lamps Criteria published in mid-May. Final criteria to be published approximately July 2009.
    • ENERGY STAR SSL Luminaires Category A Additions -- Outdoor Area Lighting Applications.  Second draft published in June 2009.  Final criteria for these added applications in approximately September 2009
    • DOE will begin exploring how Light Engines may potentially participate in the ENERGY STAR SSL Luminaire program.
  2. Televisions
    • ENERGY STAR’s Version 4 and 5 Second Draft Television specifications released on June 5. Visit Television Specification: ENERGY STAR for details. Final specification expected to be released in August.

NEEP Workforce Development Event a Success

NEEP’s 2009 Workforce Development Workshop provided a unique opportunity for participants to learn about state efforts in developing the energy efficiency workforce, even in the current economic downturn. Workshop participants gained knowledge about available education and job training programs; state policies and federal stimulus resources; and opportunities for regional collaboration. The Workshop featured two back-to-back panel sessions on current energy efficiency workforce development related issues. Click here to read more.
