Manager, Policy and Data Analytics
Public Policy Outreach and Analysis

With experience from advising and training the public sector to advancing commercial real estate’s sustainability practices, Celeste joined NEEP in August 2026 as a Manager of Policy and Data Analytics on the Policy and Programs Team. In this role, she advances state decarbonization strategies with partners across the Northeast and Mid-Atlantic and helps oversee NEEP’s electricity rate design working group.

Previously, Celeste worked on the Urban Land Institute Greenprint team, where she brought commercial real estate sustainability professionals together to reduce carbon emissions and increase building value. Before working alongside industry, Celeste served as a consultant for the U.S. EPA’s ENERGY STAR advising local and state governments on Benchmarking and Building Performance Standards for Commercial Buildings.

Celeste holds a B.A. in International Studies and a B.A. in Environmental Studies from American University. She is also a LEED Green Associate and member of Phi Beta Kappa.

A: The Wall by Marlen Haushofer

Q: If you weren't working at NEEP, what other job would you have?

A: I honestly would love to be a Naturalist Educator. I’ve had experience before doing it for a summer, and it was a blast. I love being outside, helping others discover their natural world.

Q: If you could spend one week anywhere in the world, where would it be? Why?

A: I would love to go back to my childhood summer camp, Camp Wyandot. There is nothing quite like Wayne National Forest in Ohio. It has a ton of caves, different microclimates, and amazing birdwatching.
