What are these surveys and how will they help rural communities?
These surveys build on research by the NRCC and support the research goals for each member state and Tribal Nation. Conversations with the NRCC advisory groups revealed common barriers to energy code implementation: 1) insufficient construction workforce in rural areas to complete energy efficiency projects; 2) code officials who wear multiple hats in their communities, which leads to limited bandwidth for code enforcement; and 3) a need for energy code education for all rural stakeholders, including homeowners, contractors, local government officials and code officials.
How were these surveys designed?
The NRCC held 10 working group meetings to gather feedback on the survey questions, including state-specific challenges to energy code implementation in rural communities. Feedback has been incorporated into a survey for each NRCC member state. The surveys are designed to fill information gaps about these barriers. The anonymous survey responses will help rural communities by informing program and policy design for building energy codes to save energy and lower energy bills.
These surveys seek feedback from rural community experts, building energy code experts, and construction workforce professionals from each member state.
How will the responses be used?
Responses will inform the design of a pilot program focused on improving energy code implementation in rural communities in NRCC member states during the next phase of our project. Survey answers will also be used to identify potential pilot communities in member states. The long-term goals for these pilot projects are to improve energy affordability and resiliency in rural households and to support rural workforce development.
