What Is REED?

Regional Energy Efficiency Database (REED) is a product of the Regional Evaluation Measurement & Verification (EM&V) Forum that is based on the Forum's Common Statewide Energy Efficiency Reporting Guidelines, which were adopted by the Forum Steering Committee in 2010. REED serves as a regional platform for the consistent reporting of Northeast and Mid-Atlantic electric and gas energy efficiency programs.

REED contains 2011-2021 program level data for the following 12 jurisdictions: Connecticut, Delaware, the District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont. Data is not provided for all 12 jurisdictions for all years. The database contains the following information:

  • Annual & Lifetime Energy Savings
  • Peak Demand Savings
  • Avoided Air Emissions 
  • Program Expenditures 
  • Supporting Information

REED data is updated annually and can be used to inform state and regional policies, state benchmarking, and for other research and analysis purposes.

 

The REED Workbook

 

NEEP retired the publicly accessible REED website in 2020, and REED data is now available by request. NEEP currently offers the following two resources updated with the program year 2021 data:

  • The REED Workbook (in Excel format) containing program level data for years 2011-2021. The workbook contains an introductory tab with some background information and a brief description of the data, and one tab with program data from all states and all available years.

  • The REED Supporting Information report that complements data collected for REED and helps ensure informational transparency. While some of the energy efficiency program metrics REED includes are consistent across jurisdictions, state reporting of energy efficiency program impacts, EM&V practices and approval processes vary across the region in a number of ways. This report highlights some of these differences across states to ensure the REED data is not misconstrued or misrepresented. It begins with a general supporting information section which provides detailed information on the metrics that REED includes, along with a number of additional resources. Following the general supporting information, an overview of relevant state program administrators and reporting practices is provided for each REED jurisdiction.

The Energy Efficiency Snapshot

NEEP’s 2021 Energy Efficiency Snapshot uses REED data to showcase Energy Efficiency by the Numbers in the Northeast and Mid-Atlantic States. The snapshot provides various analyses of data from REED, including energy savings and expenditures in each REED state and the District of Columbia over time. Policy highlights that provide background context for the energy savings are also included.
