Best Practice Guide: High-Performance HVAC Workforce Development

As demand for high-performance HVAC installations grows in the Northeast, especially for efficient air source heat pumps (ASHP), there is a critical need to develop a new generation of qualified installers to deliver these solutions. Developing this workforce involves confronting significant challenges including inconsistent regulatory requirements across states, the complexity of heat pump systems, and the wave of retiring existing workforce. Across the region, states, utility programs, trade associations, trade schools, and other organizations have begun to respond to the need and challenges by introducing workforce development programs.

This best practice guide addresses three primary topics related to workforce development for residential high-performance HVAC installation. These topics are further subdivided into short-term and long-term practices:

Engagement Best Practices
–    Short-Term: Deliver strategic marketing to prospective students
–    Short-Term: Deliver strategic marketing to job seekers
–    Short-Term: Demystify EPA 608 refrigerant requirement
–    Short-Term: Share resources with regional market actors
Training Best Practices
–    Short-Term: Upskill existing HVAC/R professionals
–    Short-Term: Provide free training
–    Short-Term: Demystify licensing
–    Long-Term: Explore on-the-job training certification
Ongoing Support Best Practices
–    Short-Term: Pay participants to attend
–    Short-Term: Provide wraparound supportive services
–    Short-Term: Provide career coaching services
–    Short-Term: Incentivize hiring
–    Long-Term: Start outreach early

The success of efficient heating and cooling solutions will depend on the region’s ability to develop a robust workforce to support these technologies. To attract and train a new generation of contractors/ installers, collaboration amongst stakeholder groups to implement the strategies highlighted here, and others, will be critical.
