This resource helps states and jurisdictions understand how locally relevant cost-effectiveness analysis can support energy code adoption discussions. Drawing on a recent New Hampshire case study and research on other state approaches, it identifies recommended practices for selecting the correct code baseline, using local cost data and credible modeling, evaluating affordability beyond first cost, documenting assumptions, and beginning the analysis early enough to inform the decision-making process. This resource is intended to help states and jurisdictions understand available approaches and consider how to develop or support their own cost-effectiveness analysis.
