Early Replacement Measures Study: Phase I Research Report

The purpose of this study was to characterize energy efficiency programs with early replacement measures. It examined: eligibility criteria, measure savings assumptions, baseline assumptions and remaining useful life assumptions.  It reviews and compares program designs, savings calculations approaches and other assumptions across programs in the region. In addition, it describes results of a survey of program administrators to understand challenges associated with the design and delivery of these programs and areas for improvement in program performance and the accuracy of savings assumptions for residential space and water heating measures.
