Energy efficiency “is like a fruit salad — there are lots of different kinds of programs,” said Elizabeth Titus, senior research and evaluation manager with the Northeast Energy Efficiency Partnerships. “You need a common language” that uses agreed-upon metrics to evaluate these programs.
“We need not only metrics, but documentation on where and how they were used,” she added.
Titus noted that there is an effort under way to develop principles and guidance for the National Energy Efficiency Registry, or NEER, a central repository for information on energy efficiency programs.
