Ready, Set, Scale: Tackling Energy Efficiency in Naturally Occurring Affordable Housing
Across the Northeast and Mid-Atlantic, naturally occurring affordable housing (NOAH) properties are a critical component of the multifamily housing sector, yet they often are not served by income-qualifying energy efficiency programs. NOAH properties are affordable because of their age and condition rather than participation in formal housing subsidy programs, resulting in distinct challenges for housing preservation, retrofit finance, and program implementation.
We will discuss key barriers in the sector, including owner capacity, predevelopment funding, fragmented financing resources, and the need to protect tenants from rent or utility bill increases. The presentation will highlight emerging strategies to overcome these barriers as part of energy efficiency investments, including end-to-end technical assistance, program and resource coordination, streamlined program eligibility, and tenant protections.
