These Regional Evaluation, Measurement and Verification (EM&V) Methods & Assumptions Guidelines ('the Guidelines') were prepared for the Regional EM&V Forum (‘the Forum’). The Forum, established in 2008, is a regional project facilitated and managed by Northeast Energy Efficiency Partnerships (NEEP) representing states in New England, New York, New Jersey, Maryland, Delaware, and the District of Columbia.
The intent of these guidelines is to provide clarity, transparency, and a common understanding of methods to consider in determining gross energy and demand savings, and savings assumptions for a priority set of energy efficiency program/project types or measures.
