In 2008, D.C.. enacted the Clean and Affordable Energy Act, which effectively created the Sustainable Energy Trust Fund, and authorized the creation of a District of Columbia Sustainable Energy Utility (DC SEU) and designated the SEU to be the one-stop resource for energy efficiency and renewable energy services for District residents and businesses. In 2011, the District Department of the Environment (DDOE) contracted with Vermont Energy Investment Corporation (VEIC), the lead implementer for the Sustainable Energy Utility, on a year by year contract. A separate 3rd party contractor is retained to conduct program evaluations.
The DC SEU must release quarterly reports that detail its progress on implementing energy efficient policies and programs. At the end of each contract year, the District Department of the Environment (DDOE) must commission an independent evaluation of the SEU's performance.
