Systemic Barriers to Building Energy Code Adoption

The purpose of the Systemic Barriers to Building Energy Code Adoption brief is to provide information and solutions to the barriers states face when adopting new building energy codes.  Newer versions of building energy codes are essential for states to adopt because they reduce carbon emissions from the building sector, save consumers’ costs, and provide healthy, more resilient buildings. The brief examines the ongoing systemic barriers to the adoption process, such as costs, stakeholder resistance, and the state adoption processes and gives recommendations for how to overcome these challenges.
