EM&V Forum Evaluation

This report presents the results of an evaluation conducted of the Regional Evaluation, Measurement & Verification (EM&V) Forum for NEEP to assess the effectiveness of the first three years of the Forum's operation.  Consistent with the Forum's Three-Year Plan (2009-2011), the purpose of the evaluation was to assess and document the Forum's activities and accomplishments to date, the extent to which it is meeting its value proposition, and to inform strategic planning for the future with regard to Forum structure, function, scope and funding construct.

Residential Lighting Market Lift Pilot Study

July 2014 - The Forum and the Bonneville Power Administration (BPA) recruited organizations in Massachusetts, Oregon, and Vermont to sponsor a pilot consisting of three coordinated demonstration programs in residential lighting using Market Lift, an innovative upstream program design.

July 2014 - As the Forum region continues to increase its investment in energy efficiency as resource and strategy to meet a range of public policy goals (energy and economic), as well as newly proposed federally mandated regulations for greenhouse gases under US EPA’s Clean Air Act 111(d) proposed regulations, the need for understanding and documenting the EM&V practices used by states to support efficiency program savings is as important as ever.

Early Replacement Measures Scoping Study: Phase 1

The Phase I Early Replacement Measure Scoping Study has four primary objectives: 
 
1. Compiling descriptive information about current energy efficiency retrofit programs with early replacement measures – with specific focus on eligibility criteria, measures savings baseline assumptions, and remaining useful life assumptions; 
 
2. Identifying and summarizing common and contrasting program design elements, savings calculation approaches and technical assumptions;
