HEW2024 | Regional Collaboration, Global Transformation
States in the Northeast and Mid-Atlantic are committing to widespread adoption of highly efficient heat pumps by 2030. These aggressive goals aim to stabilize energy bills, improve health, and cut climate pollution amid extreme weather challenges by adopting heat pumps for most heating, cooling, and water heating needs.
Join us at our Heating Electrification Workshop 2024 to explore market intervention strategies and collaboration opportunities to advance these markets regionally. The workshop will feature solutions to stubborn barriers as well as new opportunities to leverage.
At HEW2024, we will explore emerging strategies and regulations for electrifying heating, cooling, and water heating to create regional opportunities for market transformation. Collaboratively, we will explore topics including low- to moderate-income program implementation, community-level electrification, emerging heat pump solutions, and manufacturer insights.
We are kicking off HEW2024 with a Day Zero welcome reception for attendees, followed by an opportunity to dine-out at local area restaurants and network with small groups of conference attendees, including NEEP staffers. Workshop sessions will explore topics crucial to navigating this evolving market, including technology advancements, workforce barriers and opportunities, and equitable policies and programs.
Agenda

Time | Session |
1:00 p.m. | Pre-Workshop Meeting NEEP will convene Heating Electrification working group members and state energy office staff to preview recommendations from the NESCAUM Zero-Emission Residential Buildings Action Plan. The multistate plan, endorsed by Maine, Maryland, Massachusetts, New York, Connecticut, and Rhode Island, aims to accelerate the transition to zero-emission residential buildings. This invitation-only session is a unique opportunity to provide insights and feedback that will help shape the final Action Plan. |
4:00 p.m. | Opening Reception Join fellow HEW2024 attendees for an Opening Reception. (Re)connect with heat pump people from all over our region. |
6:30 p.m. | Dinner Clubs (optional) Many a partnership has begun with a NEEP Dinner Club dinner. We hope you will take advantage of this optional opportunity to dine at local restaurants with small groups of conference attendees and NEEP staff. 8:30 a.m. | Opening Plenary A major motivation to transform the heating market is environmental injustice. Black, Indigenous, and People of Color and their communities face high energy burdens and disproportionate environmental pollutants. Justice 40 provides opportunities to flip this paradigm on its head. This session will highlight opportunities for voices, perspectives, and lived realities of marginalized and underserved communities with environmental concerns to lead heating electrification transformation in our region. Facilitator Speaker |
9:00 a.m. | Break |
9:30 a.m. | Plenary Panel Several states in the Northeast have committed to ambitious heat pump adoption targets for homes for 2030. This session dives into the what and how of these goals. Well explore how states will meet these goals, appropriate roles of incentive programs and regulations, cross-agency cooperation, and tracking progress. Learn from state agencies and key market actors on how they're thinking about these goals, the steps they'll take to meet them, and whether these targets will achieve market transformation. 11:00 a.m. | Breakout This breakout takes a closer look at the role of programs in meeting ambitious heat pump goals discussed in the plenary session. Participants will have a chance to dive into best practices and new ideas on program design and implementation, programs that address low-to-moderate income customers, copromotion of weatherization and heat pumps, and more. Facilitator |
11:00 a.m. | Breakout This breakout explores the people that move the market: workers. Participants will dig into the nuts and bolts of creating a workforce of heat pumps champions. Get ready to examine the barriers of becoming a heat pump champion and identifying effective approaches to addressing those barriers. The session will discuss technical, economic, and sociocultural obstacles. Facilitator Speaker |
12:00 p.m. | Lunch |
1:15 p.m. | Plenary Panel The region has defined goals around heat pump adoption by 2030 for single family residential homes. What would be ambitious yet achievable for adoption goals in the large commercial/multifamily sector? This session will explore both low-hanging fruits and the toughest nuts to crack. Where are these sectors headed and what will it take to get there? This session will highlight the current state of policy, workforce, and programmatic support for large building electrification, and will look at opportunities to continue progress for years to come. Facilitator Speakers |
2:15 p.m. | Break |
2:30 p.m. | Breakout Program design and uptake in the large multifamily and commercial sectors is lagging behind the single family residential sector and goals are a bit less firm. In this breakout, participants will dive into important questions about which market actors to target through programs and how best to do it. Help devise how the next generation of programs will drive increased participation and accelerated heating electrification. Facilitator |
2:30 p.m. | Solution Spotlight This session showcases some of the latest and greatest heating electrification solutions available today, their use cases, and advantages and challenges. Participants will learn about emerging technologies and explore how the region can support greater adoption of these solutions. Facilitator Speaker |
3:30 p.m. | Break |
3:45 p.m. | Closing Plenary It's time to turn knowledge into action. Key market actors will outline specific takeaway actions they plan to prioritize, focusing on tangible steps to drive market and community transformation.
