The Mid-Atlantic Technical Reference Manual (TRM) project was sponsored by Delaware, Maryland, and the District of Columbia.  The Version 2 TRM documents in detail common savings assumptions for approximately fifty prescriptive residential and commercial/industrial electric and gas energy efficiency measures for use in program planning and calculation of program savings.  It is one of the few TRMs in the country to serve a multi-jurisdictional audience.

The Mid-Atlantic Technical Reference Manual (TRM) project was sponsored by Delaware, Maryland, and the District of Columbia.  The Version 2 TRM documents in detail common savings assumptions for approximately fifty prescriptive residential and commercial/industrial electric and gas energy efficiency measures for use in program planning and calculation of program savings.  It is one of the few TRMs in the country to serve a multi-jurisdictional audience.

The Technical Reference Manual is the outcome of a project conducted for the Regional Evaluation, Measurement and Verification Forum (‘the EMV Forum’) sponsored by Maryland, Delaware and the District of Columbia. The intent of the project was to develop and document in detail common assumptions used to estimate savings and cost effectiveness for approximately thirty prescriptive residential and commercial/industrial electric energy efficiency measures.

The EMV Forum requested the preparation of a scoping paper with the purpose of improving Forum members’ understanding of how net energy savings is defined, how stakeholders use net savings, and the opportunities and barriers to increasing the consistency of and quality in net savings definitions and measurement in the region.
